American Facilitates Ukraine Negotiations in the UAE as White House Seeks for Conflict Resolution

High-level talks involving US, Russian, and Ukrainian delegates began in the United Arab Emirates this week, marking the latest phase in efforts to broker a peace agreement to end the continuing war in the region.

High-Level Representatives and Opening Talks

US Army official Dan Driscoll allegedly met with a Russian team on the eve of the talks, with discussions continuing into the following day.

“The talks are going well and we remain optimistic. The Secretary remains in close coordination with the administration throughout these proceedings,” an official representative commented.

Ukraine’s top intelligence official, Kyrylo Budanov, was anticipated to participate in the proceedings, though it remained unclear whether face-to-face engagement with Moscow’s delegates would happen or if separate one-on-one sessions would be held.

Identity of the Russian team was not immediately clear. “I have nothing to say. We are following the media reports,” a Kremlin spokesperson told state media.

European leaders are reportedly finding it difficult to stay engaged in the process as American representatives take the lead.

The Finnish president, a European figure, who has stepped forward as a key contact between the US and European leaders, commented that the next few days would be critical in efforts to reach a peace settlement.

He allegedly held discussions with the Ukrainian president and the alliance representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and European security is for Europe to decide.”

At the same time, the French leader, Emmanuel Macron, cautioned against a settlement that would amount to a “capitulation” for the nation.

“What was put on the table gives us an idea of what would be acceptable for the Russians. However, must Kyiv and European nations consent to these terms? The answer is no,” he declared.

Specifics of the Original US Proposal

American plan was originally composed of 28 points and was based on discussions between US and Moscow officials, with input from Kyiv security officials.

Major aspects of the proposal reportedly included:

  • Ukraine relinquishing territory presently occupied by Moscow
  • Further regions that would be required to be voluntarily given up
  • Limits on the size of the Ukrainian army
  • Amnesty for all sides in the war regarding war crimes

Recent Developments and Ongoing Challenges

American representative reportedly went to the Ukrainian capital to brief the Ukrainian president on the proposal and urge rapid acceptance.

The pressure, combined with the disclosure of the proposal, apparently shocked Kyiv and EU authorities.

Zelenskyy reportedly that the nation was facing one of the hardest moments in its existence and was being forced to decide between “forfeiting self-respect or abandoning a crucial supporter.”

Subsequently, the US official informed alliance representatives on the proposal in Kyiv, with one participant labeling it as “an extremely difficult session” and noting that EU officials were stunned by both the content and manner of the presentation.

The US administration later moderated its stance, indicating that the comprehensive plan was an “starting position for talks” rather than a definitive ultimatum.

Military Situation During Negotiations

As diplomatic talks continue, Moscow has continued its regular attacks on Ukrainian urban centers.

Russian forces reportedly fired numerous of projectiles and many of drones at objectives in and around Kyiv, as stated by Kyiv reports.

The Ukrainian president emphasized that the Kremlin must not believe it could win the war while negotiations were underway.

“Crucially, all allies must advance toward diplomacy collectively, with unified action. Measures against Russia need to produce tangible effects,” he stated.

The capital’s leader confirmed that multiple people had been fatally injured in the overnight attack on the capital.
