Ukrainian President Volodymyr Zelenskyy asserted during his visit to the US capital that the Russian president's move to seek negotiations with the US president indicates the Kremlin is on the defensive. Zelenskyy commented, "It's evident that Moscow is scrambling to resume conversations immediately after it learns of cruise missiles." This statement referred to earlier comments about providing advanced missiles to Ukraine.

Political Developments and Global Responses

An ex- American diplomat, a foreign policy expert, commented, "The Russian leader is attempting to derail the momentum toward greater pressure on Russia." Fried continued, "The outcome will become clear tomorrow, but the chances of moving toward a ceasefire by pushing Russia to get serious appear to have diminished."

The situation came after the US president had in recent days been strengthening his rhetoric toward Moscow until Thursday's conversation with Putin, which the Russian government described as "extremely open and trustful."

EU Energy Restrictions and Market Effects

The European Union have set a requirement for fuel importers into the EU to prove their fuels are not made from Russian oil, as stated in a official guideline released on recently. This step is included in the European Union's forthcoming ban on purchases of fuels made from Russian crude, which is included in its 18th sanctions package against Russia over its war in the region.

Market experts noted that trading patterns appeared to be factoring in the potential reduction of India's imports of Russian oil. Several Indian refiners are preparing to reduce Russian oil imports, with projections of a phased decrease, as reported by insiders familiar with the matter.

"This represents a favorable turn for the crude oil price as it would remove a big customer of Russian oil," commented a market analyst, noting that oil prices were steady on the trading day.

Military Situation and Infrastructure Strikes

A massive Russian drone and rocket assault targeted gas facilities in Ukraine's eastern regions on the same day, resulting in outages in multiple regions. Authorities in Ukraine reported that Russia deployed numerous of drones and many of missiles, along with aerial munitions.

"This autumn, the Russians use every single day to strike at our power facilities," declared Volodymyr Zelenskyy, adding that strikes affected the areas of northern Ukraine, Kharkiv, central Ukraine, northeastern Ukraine and western Ukraine.

Global Diplomatic Reactions

Ukraine's envoy to Washington, the Ukrainian ambassador, stated that Russia showed its real approach to negotiations through the "terror" of such strikes. "Russia once again opted for weapons over talks, making this attack into a direct setback to ongoing diplomatic initiatives," she said.

At the same time, the EU's top diplomat, Kaja Kallas, announced that the EU had little option but to strengthen anti-drone defences against Russian threats. Kallas announced a "roadmap" to prepare for possible conflict by the end of the decade, including a novel anti-drone system to be fully operational by the end of 2027.

This initiative, dubbed the "European drone defence initiative," is projected to begin working in its first phase by the end of 2026 and be completely operational by the following year. Brussels aims to secure the backing of member state representatives at a summit next week.
